Specifics of Multi-Tier Testing

Specifics of complex estimation of progress in studies are described. Three groups of estimation of the results of education: passive, semi-active, and active groups, are shown. A complex model of multi-tier testing is described. It is shown that only using all groups enables to estimate education in its complex.

A new approach to formation and development of estimation of quality of education by means of elaboration and approbation of an experimental model of an independent system of literacy and competence management in all stages of continuous education and educational fields related to the results of meeting education to state standards is represented in the article. An automated education quality management system is used as a conceptual and methodological basis. A local progress in studies control and management system provides estimation of educational achievments and setting individual and personal charecteristics of students and enables to increase effectiveness of innovative transformations in a sphere of education.
