This paper presents the results of investigation concerned with the development of the mobile learning system in open distance education. Mobile learning has been displayed as a part of open distance education. In this paper the view, mission, goals and tasks of mobile learning have been defined, the didactic features and performance criteria have been revealed. The multimedia core of mobile learning and the author’s principal of mobile learning –interactive self-learning at any time and any place- have been presented. It has been offered the author’s approach for building-up core of mobile learning.
