This program and methodical complex is developed on the basis of free distributed software LMS (Learning Management System) Moodle и SNS (Social Networking System) Mahara. This program and methodical complex can be used by a network of educational institutions in remote mode or in a local computer network of one educational institution.

The author proposes measures for achieving necessary modern level of e-state and a specialized course for training of technologies of e-state for population and state officers. Also experience of implementation of this course within the frameworks of Master’s degree programs and sceintific schools is analyzed; examples of developments in this field are given.
