This article sets forth the results of a study of how to introduce e-learning techniques into liberal arts teaching at Urals State Medical Academy (UGMA). The Intercultural Communication e-version elective course was approved for first-year students. The pilot study was conducted in September 2012 – January 2013 in the UGMA.

Creating virtual laboratory exercises

This article shows the possibility to carry out laboratory exercises without expensive equipment. The author proposes computer simulation and introduces a virtual labs software package. The created virtual laboratory exercise describes measuring instruments and test devices behavior and interaction to obtain sufficient skills with measuring equipment and learn key physical properties of the devices being analyzed. The simulated devices have the computer interface that is completely the same as of the real devices.

The system is directed to improve the civil servants’ skills in the field of e-government. The system consists of information and methodological portal, learning environment, the weekly newsletter “E-government and e-services,” electronic library “E-governance”. There are 10 courses published at distant learning portal on the topics of information society and e-government programs management, containing interactive material for the study, self-discipline and knowledge control.

Objective assessment problems and their decisions for latent variables in education

The education system in most of the values that reflect the quality, are latent. In Russia, as a rule, they are evaluated in the framework of classical test theory. These methods are characterized subjectivity, lack of statistically based measures and quality criteria. It is not possible to get an objective assessment of the quality, while management requires a clear picture of reality. Objectivity in the measurement of latent variables provides modern theory test – Rasch model. It provides an opportunity to obtain a measure of quality criteria in terms of statistically sound approach. In this paper attention is paid to the issue of quality criteria and measures as fundamentally important. Despite all the advantages of this theory, the author draws attention to the possible limitations of the practical application of the model Rush.

Cloud computing is the latest trend nowadays. The academic environment prefers grid technologies [1,2] due to high performance requirements. Many experts suppose that access to computer networks should be the same as access to electricity mains. So, the main task of cloud and grid computing is interoperability, i.e. interoperability of allocated computing resources.
