The article covers main issues of economics of education as a science, which has been formed only 50 years ago. Many economists such as Adam Smith and founders of Marxism theory paid great attention to economic role of education in a society. A short characteristic of a theory of human capital is given in the article, development of economics in Soviet period, and modern economic processes are analyzed.

In transition to postindustrial society the main production factor forming a human capital is a human being. Actuality of investments into development of labor resources of economics and formation of new quality of workforce increases. Support of development of human factor is based on implementation of innovative approaches to increasing quality of specialists’ training, search of new forms of interaction with a real sector of economy through the system of professional education.

Problem of efficiency of budget usage in a field of education is considered in the article. Officially used methods of efficiency assessment of authorities in the constituent entities of the Russian Federation in a field of budgetary financing of education and its practical usage are analyzed. Theoretical approaches to complex assessment of efficiency of expenses for education are determined.

A mechanism of non-budgetary financing of business education, which is based on creation of a specialized bank functioning as a professional mediator between business schools, employers and physical persons is proposed in the article. The given mechanism enables to increase a number of qualified specialists in the Russian Federation, to create a comfortable environment for interaction between employers and recruits and to improve quality of educational services.

Problems of receivable and payable accounts of an organization are analyzed. In conditions of world economic crisis, absence of money, liquidation property, liquidation of receivable accounts is a key problem in many organizations. There are also several aspects;, such as: optimal volume, circulation, quality of receivable accounts, etc. Experience of enterprises reforming shows, that measures of return of receivable accounts are the most effective measures of increasing efficiency by means of internal reserves of an enterprise.
