The article covers a problem of estimation of effectiveness of functioning of state (municipal) institutions in a sphere of education. Authors represent methods of estimation of effectiveness of activity of secondary schools on many criteria charecterizing quality of planning, balance, and results of budgetary assignments. The given methods of estimation of effectiveness of budgetary expenses for education influence on successful implementation of state financial policy directed to effective utilization of budgetary means.

Comparative analysis of various funding schemes for public higher education focuses on the practices adopted in the OECD, the EU and other major countries. The paper discusses possibilities of their application, reveals the advantages, limitations and risks. It analyses the recent changes and summarizes contemporary trends in the development of funding allocation mechanisms for higher education systems.
