The article is devoted to the analysis of the development of the world market of higher education. Issues of competition of institutions of higher education, as well as national and regional systems of higher education are considered. Three segments have been allocated – elitist, mass higher education, as well as intermediate education. Factors influencing the hierarchy in global higher education have been identified.

Russian policy in higher education may be implemented through various tools which efficiency has been proved internationally and by the practice of their use in similar -European – educational models. The research is aimed at developing theoretical foundations of implementing educational policy based upon European practices, the principles of a social state and the principle of subsidiarity resulted from the strategic objectives of socio-economic development, the priorities of the quality and efficiency of higher education.

Relevance of humanistic and student-centered paradigm of higher education reform

The article actualizes the problem of the crisis of higher education. The article presents the results of studies that do not call into question the relevance of the humanistic approach to the construction of a modern model of education. The data on the awareness of the Russian academic community about the reforms of the education system and the conclusion about the ambiguity of assessments of the reforms. It is proposed to focus educational reforms on the growth of human capital as a strategic asset of the country.

Development of MASS open online courses in the digital environment

The relevance of the study is due to the fact that the development of digital technologies provokes the formation of a digital educational environment and, as a result, increases the potential of distance learning, where a special role is given to the development of mass open online courses (MOOC). The article analyzes the MOOС, presents the main participants of the MOOС market, presents the educational benefits of using the MOOС. It has been determined that the MOOC allows keeping up with the development of education and improves the quality of teaching.

Identification of trends in preferences of graduates of Russian educational institutions based on an analysis of the results of the exam

This article investigates the changes in the preferences of graduates of Russian secondary educational institutions based on an analysis of the dynamics of the results of the unified state exam for 2017-2019. A comparison is made of the changes in the selection of subjects for passing the exam with changes in the order of delivery and in the list of entrance examinations. The volume of the digital segment is analyzed, which showed that in terms of the share of the digital economy in GDP, Russia is significantly behind developed countries. The dynamics of growth of the digital and non-digital sectors of the economy of Russia and foreign countries is studied. It was established that the number of specialists employed in the IT sector of developed countries exceeds the Russian figure. On the example of the Penza region, the problems of training personnel for the IT sphere and ways to solve them in the framework of this region are considered.

Labor costs simulation for the educational and methodological support formation of the university magistracy

To evaluate and minimize the labor costs of teachers and employees of the Institute of Magistracy, a complex of visual and simulation models of educational and methodological support processes was built. Estimates of labor costs for the formation of educational and methodological support are received. Based on the results, we can conclude that it is advisable to automate and reorganize the processes of formation of educational and methodological documentation at the master’s level.
