Modern conditions of digitalization update new conditions for the formation and development of human capital at a university. The article reveals the given conditions in connection with the development of the digital environment. The special conditions for the formation and development of human capital in an educational organization of higher education are considered through corporatism, tutoring and branding as modern tracks in its development.

The dysfunctions of education and their influence on the formation of a lack of trust in society are identified. It has been established that education must develop on the basis of public investment, otherwise there are risks of increasing the trust deficit. It has been determined that education becomes the foundation for the accumulation of positive reactions: an increase in the level of trust in one individual forms a cumulative effect. However, as the aggressiveness of the environment increases, the trust deficit increases.
