Problems of implementation of constitutional guarantees of accessibility and free-of-charge basis for preschool and general secondary education based on court practice of the Supreme Court of the Russian Federation and the Constitutional Court of the Russian Federation are investigated in the article. It is concluded that there are contradictions in legal practice, which should be resolved by the court and through corrections of the existing legislation.

Redistribution of financial responsibility in a field of higher education from the state to customers of educational services is based on creation and development of compensating mechanisms, which enable to increase accessibility of higher educational institutions for all citizens of Russia, including poor people. Such mechanisms as educational crediting and state financial support for students and their families are considered in the article.

In order to include Russian Universities in global ratings it is necessary to monitor publications and citing.
