Charecteristics of elements of financial and economic infrastructure of the system of higher education, which are developed in 21st century in Priority National Project ‘Education’, the State Project ‘Support of Leading Russian Universities’, the Federal Target Program for Development of Education, Crediting in Education, Foundations of University and Science Support, are considered in the article. A new representation of a budgetary institution related to the Federal Law No.83 ‘Amendments to Legislation of the Russian Federation related to Improvement of Legal Status of State (Municipal) Institutions’, dated May 8, 2010, and challenges of changing in modern infrastructure of university support, are analyzed.

Such structures include national, federal, and national research universities and university complexes.
