Influence of institutional conditions on development of human resources in system of continuous education

Аннотация / Annotation:
Excluding institutional aspects impossible to reveal regularities in development of human resources in the system of continuous education and to determine the significance of the institution in the development of the socio-economic system in general. In the article, the influence of the institute of continuous education on human resources development and the role of the institute in the development of the socio-economic system. It is shown that this institution promotes interaction between economic agents, reduce uncertainty, and thus decrease the transaction costs.

Educational innovation in the context of human capital formation

This article is devoted to some problems concerning educational innovations, involving to the system of domestic higher innovation, to their contradictional consequences and their influation to the quality of human capital formation. The work also contains an argument connecting the necessity state universal educational contents on subjects forming obligatory part of principal programs of new federal standards.

The problems are analysed and ways of improvement of an assessment of intellectual and personal potential of the entrant as future major component of an integrative intellectual resource of higher education institution are offered in the article. Recommendations about improvement of a portfolio of the school student, as perspective information basis for an assessment of his intermediate and total potential are developed and proved. The complex of elements of a portfolio and criteria of an assessment of characteristics, in them entering is created.

Implementation of the consumer requirements to the quality management system of an educational organization provides a constant improvement mechanism. The paper presents the results of research of measuring of customer satisfaction of organizing and implementation of student practical training (by the example of Vologda State University). The article determines and ranks types of activity in order of importance within the framework of the process. Assessment of significance and achieved level of development of activity types of the process of organizing and implementation of a practical training is applied. A rating scale of activity types is developed. The data analysis is prepared and the recommendations of the process of improvement are offered.
