The role of knowledge in the development of innovative economy. A comparative analysis of the industrial economy and the knowledge economy, which allowed to identify the evolution of the paradigm of knowledge. Conducted comparative analysis of the interaction between the main institutional sectors – government, universities, business ideology model of the triple helix. Special attention is paid to the analysis of balanced triple helix model as the source of generating innovative processes, are able to intensify the development of the knowledge economy and accelerate socio-economic development.

On the basis of experts’ questionnaire in the educational sphere and in the training field of the hi-tech Russian and foreign companies, the applied methods of assessment of learning efficiency of personnel are revealed and the model of the choice and acquisition of the required competences relevant for use in the university environment is created.

The emerging trends in the reproduction of human capital are characterized by conflicting trends. The transition of Russian universities to new labor relations through the introduction of effective contracts forms new social and labor relations between scientific and pedagogical personnel and higher educational institutions-employers. Fragmentation of investment has become an obstacle to the reproduction of the human capital of the university, for a number of reasons analyzed in this article.
