Privatization of Higher Education: Theoretical Approach and Russian Reality

Theoretical approaches to privatization and its consequences for economics are analyzed. The results of theoretical research are compared with Russian practice of privatization in higher school. Mismatch between theoretical and practical approaches to privatization of higher education and possible results of such a mismatch are found. Mechanisms, usage of which can improve quality of education, are considered.

Accessibility of Weal ‘Eduactional Services for Higher Professional Eduaction’ in Modern Russia

In order to estimate accessibility of weal ‘educational services for higher professional education’ in the Russian Federation, which is considered as common and private weal, a purchasing power of population and special features of graduates’ families is analyzed. Correlation between average income per capita, purchasing expenses, and cost for education in the Central Federal Region and six federal regions is set and a function of demand for the specified weal is determined. A weal ‘eduactional services for higher professional education’ in modern social and economic conditions is characterized as accessible weal, as ‘luxury good’, ‘attributive weal’, and ‘derived weal’ on the basis of the research results.
