Integration of a Russian System of Education into a World Educational System

Аннотация / Annotation:
An analysis of complex, special processes arising in world education is a very important thing within a context of social and economic changes in Russia, because it effects on Russian education. An issue of direction of development of state policy in a shere of education is one of the most important problems in Russia. Now Russian education has got serious material difficulties. But a paradox of this historic moment shows that there is intensive creative work in Russian education. In its nature Russian education is a huge laboratory where a special methodical, pedagogic and organizational experiment is implemented, and there is no the same situations abroad. Success of this experiment depends on integration of Russian education with world educational processes; and it is necessary to study, to understand and forecast future development.

Increasing ‘Social Accountability’ of a System of Pre-School Education as a Mean of Increasing of its Viability

A concept ‘social accountability’ used in a system of pre-school education is considered. Reasons of a crisis of a modern system are represented. Reasons of ‘malignant layering’ within a system of pre-school education as a main stimulus of crisis are set. An analysis of a process of increasing of social stress by means of developing unequal conditions for citizens in a national system of pre-school education is given. Abilities of increasing of viability of a system through developing equal conditions of all DOUs in a country are shown. Abilties of development of social pre-school institutions as a main condition of increasing of its viability are considered.

Methodological approaches to evaluation of banking risks in crediting of small business providing qualitative evaluation of risks in maximal short terms of decision-making and minimal costs on withdrawal and maintenance of a credit are considered in the article. Ways of work of a bank in evaluating and decreasing credit risks taking into account recommendations of Basel’s Committee are proposed.
