The article discusses the fundamentals of the Schumpeter’s theory of economic development through the prism of innovative development of higher education. The attempt of transformation of the Schumpeter’s ideas to the development of the modern University under the conditions of modernization of higher school in Russia is presented. The conclusions on the correlation between the innovation development rate and availability and performance of human and financial resources are worked out.

Two-stage model of consumer choice in the field of education is proposed. The elasticity of demand for educational services, information asymmetry in the market of educational services, the types of consumer behavior are defined as the factors of consumer choice. The discrepancy between the goals of education and types of consumer behavior in the field of education is justified.
