The education concept in modern economic science is discussed. The results of the critical analysis of the division of good into public and private ones in relation to education are shown in the paper. The normativity of the education economy as the basis for educational policy was identified.

The analysis of the pedagogical labor market is given, the influence of a number of factors on the dynamics of supply and demand is established. A reduction in the number of students enrolled in undergraduate, specialty, and master’s programs, as well as the number of faculty members of higher education institutions, accompanied by an increase in the number of students per one employee of the faculty, was revealed. The problems of teacher adaptation related to the transition to distance learning are analyzed.

The article is devoted to the theory and practice of Treasury support for government contracts, including individual projects decided by the Russian Government. The importance of Treasury support for national projects is noted on the example of the national project “Education”. The author suggests ways to improve Treasury support for government contracts by working out mechanisms for monitoring national projects in terms of evaluating the transparent movement of targeted budget funds and achieving the results of national projects.
