The article examines the dynamics of state support for the development of human capital. The key role of education in the formation of human capital contributing to the development of intellectual abilities of all citizens, including people with disabilities, is shown.

It is noted that at present most corporate educational centers implement employee development management programs, combining face-to-face and online forms of education, it is emphasized that digital transformation of education contributes to digital technologies development in this area.
