Аннотация / Annotation:
Changes in a sphere of higher education in Russia are considered in the article. An analysis of world experience of attraction of foreign specialists is conducted. A brief review of laws of the Russian Federation focused on innovative activity of universities and methods of their implementation is represented. Specifics of leading world ratings are shown. Information about participation of Russian universities in ratings including a world one is given. Experience of The Ural Federal University in solving problems of integration between education and fundamental science is considered.

The notion of “potential innovative educational system in the region.” Designed author’s method of assessing the potential of innovation and educational systems in the region, based on which an assessment of its development. A number of features and factors that positively and negatively affect the development potential of innovative educational system in the region. Based tools – enhanced interaction “education – science – Business”, by which is possible leveling of the negative factors of the test building. Proposed the implementation of a “regional innovation-educational-industrial group” – a special kind of long-term consortium between education, science and business (strategic partners) in the region.

Qualitative calculations of influence of various factors on an object of analysis increases quality of strategic plans and objectivity of made decisions. An ability to interact enables to forecast development of an agrarian sector in case of changing of characteristics of a researching object.

In modern conditions, assessment of the financial condition of the company, in particular the financing of capital is essential, both for owners and investors. The necessity of such an assessment poses new challenges for economists to study possible methods of analysis. This paper describes the characteristics and problems of the rapid analysis of the sources of financing capital in the agricultural sector on the example of a particular company Penza. Such an analysis will enable investors and owners to make an initial assessment of agricultural organization.
