Аннотация / Annotation:
Use of the main achievements of the scientific thought developing within the theory of a human capital in relation to system of the higher education, allows to estimate real consequences of innovative transformations to areas of the higher education, as acts as object of research of this article. Allows to approve the formulated objective criteria of such assessment which are based on the comparative analysis of traditional and innovative human capital management which is carried out by the author of article about forming essentially new conceptual bases of innovative human capital management. Methodological bases of this concept including not only the theoretical analysis, but also generalization of practical experience of the Russian higher education institutions are given in this article.

The purpose of this article is to examine the human capital of one of the largest federal universities in Russia and determine the level of its compliance with the impending transformations, coming in connection with the implementation of programs to improve international competitiveness. The results show that the universities need to focus on the problems of human resource management and to develop activities in the field of overcoming resistance to change through flexible personnel policies.

The article is compare and integrate evaluation of RSDO regions of the Siberian Federal District for the 2011-2014 years. The availability analysis of pre-school education showed presence of positive dynamics of increase in coverage of children aged 1-6 years in preschool education. The quality analysis of education has revealed an increase in the load on a teaching staff in pre-school educational institutions.
