This article discusses the little-studied in the institutional theory traps neeeffektivnosti institutions of society, leading to unexpected and not always positive effects (consequences) of its existence and functioning. The theory of institutional traps allows to assess and reveal a number of reasons subtle nature that caused decline in the quality of higher education in Russia and to fix this trajectory of development as the dominant.

The article presents an analysis of the working conditions of the teaching staff of higher educational institutions, which testifies to the existence of a trend of increasing the classroom load of teachers at Russian universities while reducing the payment for a unit of working time. Possible options for solving the problem of overload of university teachers are suggested.

In this article theoretical approaches to understanding of social competitiveness of the region on the basis of understanding of an economic role of the personality are opened and minieconomic approach through a prism of social codes is developed. Author revealed national lines of high school influence on development of social codes of the region and made an empirical assessment of a role of higher education institutions on the example of URFO. In the conclusion article a number of recommendations about strengthening of participation of higher education institutions in development of social competitiveness of the region is offered.

The paper describes the complex of visual and simulation models, allowing to evaluate labor costs of university staff units on marketing activities. We used methods of business processes analysis, mathematical statistics, unified modeling language (UML), the method of automated synthesis of simulation models. Designed set of visual and simulation models allows to find labor costs statistics by different workers, highlight the most labor-intensive processes and operations.

Problem is solved by creating an information system to support University cooperation with the consumers of educational services. A comparative analysis of the use of endowment funds in Russia and the United States is provided. The main directions of use of income from endowment funds in Russia are represented. The problems to attract the donations of individuals and entities to endowment funds are identified. The efficiency indicators of endowment funds are considered.

The analysis was performed on the basis of a method widely used today in the benchmarking to measure the comparative effectiveness – Data Envelopment Analysis (DEA) or DEA-method. The study is based on data from the Federal Treasury and operational statistics of the Federal State Statistics Service.

The effect of crowdsourcing depends on its institutionalization: expansion of the list of subjects and instruments, harmonization of the legal frameworks, the optimization of communications with other areas of control.
