The Engineers and Scientists Key Skills Formation in the Framework of the New Industrial Policy (the Example of a Chemical Complex)

The concept of the new industrial policy makes special demands for the training of specialists in engineering. In the article, the transformation of theoretical views and practical experience in implementing industrial policy instruments is considered from the standpoint of the need to change the system of training engineering and scientific personnel. Author’s recommendations for improving the educational process are given in the framework of the concept of creating a flexible educational environment.

Reflection of the educational process serves as a means of assessing a person’s readiness to embark on a professional activity, due to which the transformation of the value-semantic components of the future profession is carried out. The article focuses on the fact that professional readiness is determined not only by the set of necessary professional competencies, but also by the ability to analyze the entire set of external externalities without losing the economic benefits from the activities performed.

It is shown that such redistribution is one of the objective factors of optimizing the functioning of the mass University that implements e-learning. The role of scientific and pedagogical workers in the University is changing dramatically, and administrative functions are taken over by e-learning systems.

The principles developed in the framework of the proposed approach are the direction of changes in the education system.
