Necessity of transformation of higher education in knowledge economy is reasoned in the article. Ways of changing of contents of higher education, which focused on actualization of system, subject and procedural knowledge, competence training based on practical, scientific, innovative and investigative labor, are considered in the article. Targets and measures for developing of an advance system of contents of higher professional education are set.

Dynamics of expenses of a consolidated Russian budget on social and cultural needs is determined by their residuals, but it does not mean that the role of social problems is increasing. In a field of education there is an impairment of a right for education in growing payment for education and price sharing with families; but it does not accord to state goals and inhibit access to modern education for a number of people in conditions of ultra-high and growing differentiation of incomes.
