Financial and Intellectual Losses of University on the Excessive Bureaucratization of the Education System

Аннотация / Annotation:
Using mathematical model there have been calculated the loss of financial and intellectual capital of the university by participating in a variety of bureaucratic procedures. It is shown that unnecessary bureaucratic procedures divert staff of the university from their main work and adversely affect the efficiency of the university.

In article the authors discuss approaches to design of target indicators for updating of the Strategy of innovative development (till 2020) in the education area, to integration of target indicators of the Strategy with the State program “Development of Education”. The practice- oriented recommendations for authorities in the field of education for the implementation of mechanisms to support and promote innovation in education area on the basis of performance management by target indicators are offered.

There are considered the main forms of the higher school and sphere of work interaction, their importance and prevalence from the point of view of quality assurance. There is kept current the problem of the effective higher education institution – the employer partnership in the conditions of the higher education mass character, the imbalance in demand and supply of the qualified labor. There are shown the strategic reference points of the development of social partnership in working out professional and educational standards in the format of competence-based model and the key role of the high school teacher in realization of the practice-focused educational programs.

Social and economic value of the function of education loans The article investigates the approaches of Russian and foreign economists to the origin and identification of loans, associated with the historical conditions of development. The author’s approach to identifying the functions of education loans is shown and peculiarities of each function are described. It was revealed that the education loans have functions of economic and social value. The author of the article reveals the diversity and significance of the category of education loans for the social and economic development of the country in terms of the identified functions.
