The article analyzes some issues of economics of education in context of Adam Smith’s ethical theory. The author considers correlation of egoism and altruism, utilitarianism and unselfish sympathy within market economy. The piece of writing is about what place A.Smith’s “The Theory of Moral Sentiments” takes in his political-economical doctrine. It also justifies the idea that market economy strengthens competitive relations between various types of morals of modern society.

The analysis of possible conflicts and the risks accompanying process of formation of an education system of invalids in the Russian Federation in aspect of formation of the social state is carried out.

The proposed method also provides opportunities for comparative analysis of the compliance of the projects implemented in education system the strategic objectives of modernization economy and social sphere of the region.
