Economics of reasonable (rational) needs is analyzied in historical and methodological context. The following historical forms of economics of reasonable needs are selected: traditional economy, buddhistic economy, catholic, protestant and orthodox economy, cooperative and socialistic economy. The article represents the analysis of marginalistic, neoclassical and institutional approaches to the problem of rational needs.

This article formulates the aims of higher education supposing the realization of the following tasks fovemost: the personality’s necessity in the intellectual cultural and moral development and making conditions for students promotional prospects and perfection.

The article deals with the taxation of individuals: the establishment in Russia of a progressive scale of personal income tax rates is a topical issue. The personal income tax rate for practice is attractive in that, with the introduction of a single rate of 13%, the mechanism for paying taxes was significantly simplified and the cost of levying it was reduced. But to establish a progressive scale for personal income tax, it is necessary only for passive income with the definition of a “step of progression” depending on the income received.
