Revenue diversification for core universities: before launching the strategic academic leadership program

Diversification of the income structure of flagship universities in Russia is considered on the basis of a quantitative analysis. As a result, it was revealed that only about half of the flagship universities were able to reduce their dependence on the budgetary system and increase the share of revenues from scientific work. Statistically significant differences in 2019–2020 in comparison with 2015 are not observed. This can create significant problems when trying to enter flagship universities in the “Priority 2030” program.
