Personnel Potential Development for University 4.0

Аннотация / Annotation:
The article contains practically directed solutions to the problems of the personnel competence to the University 4.0 model. There are offered four types of the model of the University teaching staff development: changes in the university governance model, formation of a new model of the university teaching staff, introduction of the model of university innovation activity, creation of the model of university-participant of the socio-economic development of the country and region. Some risks are identified and ways to overcome them are given.

The article contains practically directed solutions to the problems of the personnel competence to the University 4.0 model. The impact of the scale of universities in the program of strategic academic leadership «Priority-2030»

The article presents the results of the influence of the scale of universities on their contribution to the goals of the national project «Science and Universities» and their positioning within the framework of the «Priority 2030» Program. The study of a number of indicators has recorded that, within the framework of the current assessment system, universities of a smaller scale have an advantage, which creates a risk of mismatch of tasks. The authors propose a change in the methodological approach and a comprehensive assessment methodology, taking into account both the tasks of the national project and the efficiency of universities.

Social mobility of graduate students (doctoral students) in Russia and Austria: a comparative analysis

The article presents a comparative analysis of the social mobility of doctoral students in Russia and Austria, reveals its features in these countries. The data of the author’s research are given. The emphasis is on studying the influence of the family on the implementation of a scientific career. It is concluded that there are differences in the perception of career prospects by graduate students (doctoral students) in these countries.

The issues of correlation of the sphere of additional professional education and socio-economic development of the region are considered. The article highlights the indicators of educational product consumption in the form of additional professional education programs on the example of subjects of the Central Federal District. The authors proposed a partnership model of the center for advanced vocational training and the special economic zone «Dobrograd-1» in order to develop a mechanism for managing the system of retraining of the adult population of the Vladimir region.

In general, it is noted that the increased role of social factors in the global economy.
