Human capital formation and efficiency of education in the context of modernization of the Russian society

Аннотация / Annotation:
The article provides with analysis of the human capital features in Russia as regards of its capability to contribute to modernization of the national economy in the context of global post-industrial challenges and the country’s industrial underdevelopment. The data presented provide with the evidence both on resourceful potential of the Russian educational system for successful implementation of social and economic modernization as well as on obstacles to its efficient utilization. Their combination provides basis for the conclusion that the tasks for catch-up development are more relevant for Russia in the near term comparing to the tasks for innovational development in its proper sense.

The secondary analysis of the socio-economic studies have shown that education is the kind of investment in human capital and the rate of return on investment in human capital of society is higher that a profit margins to the individual.

An ability of creating a mechanism that enables to increase accessibility of qualitative education and transparency of evaluation of educational activity and to provide free access to education for the most talented students is considered in the article. Great attention is paid to so-called universities of ‘second league’, which are not financed intensively and can not attract talented students. Interaction between quality of education, development of an educational brand and a level of self-financing of a university is followed by a problem called in literature ‘a dilemma of a prisoner’. The author proposes several ways for solving this problem.
