A quantitative assessment of the efficiency of the state stimulation of development of small and medium enterprises of the Volgograd region, including innovative entrepreneurship. All the incentives – subsidies of the guarantee Fund for the loans in the banks and loans center for microfinance – defined as the conventionally effective. It is noted that the impulse to innovative development of the Volgograd region can give a new and effective tools, namely the introduction of innovation vouchers.
