There is analyzed the experience of developing an innovative and entrepreneurial universities. There are considered various concepts of their formation. There is defined the leading role of a university in the considered concepts. There is given the analysis of the main characteristics of a traditional university transformation into the entrepreneurial one. There are noted factors constraining innovative development of Kazakhstan economy and given recommendations of various social institutions interaction and the need of “soft” reforms in the context of forming and developing an entrepreneurial university.

The article considers methodological aspects of the evaluation of the effectiveness of human capital management using the example of the higher education system. Specific characteristics of the human capital of the analyzed system are revealed, its magnitude is calculated and investment features determining both the selection of the evaluation methodology and the tools for its management are determined. It is shown that the efficiency of the use of human capital can be estimated by combining indicative methods with index methods.
