in Russia through the prism of the best european experience

The problems of management of educational organizations in Russia in the conditions of new challenges are analyzed. The necessity of studying trends in the development of European educational systems and best practices of European universities management is substantiated. Special attention is paid to the concept of “new public administration”. The distinctive features of the policy of management of the development of European universities are revealed, the critical understanding of which will give impetus to the development of the Russian educational system.

The dynamics of the teaching staff of universities is analyzed. Modern approaches to the assessment of scientific and pedagogical potential of university teachers of different ages. Relevant issues of professional activity and the interaction of teachers, differentiated depending on age characteristics, are revealed. An assessment is made of the level of competitiveness of teachers of different ages in the intra-university and inter-university labor markets. Age is considered as the most important factor in the differentiation of professional strategies of teachers in the face of a significant increase in competition and the emergence of a real risk of job loss.

The ways of further development and improvement of the mechanism of implementation of the exam are outlined.

In connection with the development of the digital economy in the near future before the universities of Russia will face the task of training management personnel of a new type to work in the digital economy. This will require new approaches to management training, knowledge creation and competence development in the digital economy. The article describes the research model of management training for work in the digital economy. The results indicate the need to create a digital environment conducive to the development of competencies in knowledge management and the elimination of obstacles to this process.

In this work, we developed a methodology for identifying areas in a particular region that are effectively developing sports infrastructure, based on a comparative analysis of the growth of the main indicators of the sports sector and assessing the amount of funding for each region. The proposed approach allows us to classify areas into categories according to their degree of effectiveness. The developed methodology was tested on the statistical data of the Department of Physical Culture and Sports in the Primorsky Krai.

In the article the pension system reform of Russia in terms of possibility of early retirement is considered. The procedure of justification of the compensation payments sizes to public administration bodies by the employees retiring earlier than the statutory period is developed. It is proposed to use a calculation of government costs based on real wages. The ways of development of the pension system in the field of reducing the period of employment in the economy are defined.

The procedure of justification of the compensation payments sizes to public administration bodies by the employees retiring earlier than the statutory period is developed. It is proposed to use a calculation of government costs based on real wages.
