The article provides a scientific justification for the establishment of competencies in the context of the formation of functional responsibilities, qualification requirements for functional responsibilities and skills. The features of the implementation of the professional and functional approach within the framework of the higher education standard – bachelor’s degree in the field of training 38.03.04 “State and municipal administration” are determined. The application of a systematic approach in the implementation of control and supervisory activities and public services is justified.

The Concept of Ethical Risk in the Professional Activity of a University Teacher

Based on the analysis of the works of Russian researchers, the article highlights the actual ethical aspects of the professional activity of teachers. The author’s concept of ethical risk is proposed, which allows to systematize a number of research approaches to the assessment of ethical problems of interaction of the main subjects of the educational process. Proposals have been developed to reduce and minimize ethical risks in the professional activities of university teachers.

The influence of education on the development of human potential is substantiated, the dysfunctions of the commercialization of educational services, the transfer of the “customer-seller” model to education are revealed. The consequence is the deformation of the social role of the teacher, educational inequality, limited access of low-resource families to quality education. Directions of human potential development: creation of creative spaces in the school environment, construction of individual learning trajectories.
