The article discusses the tasks of higher education in training personnel for the Russian economy during the period of sanctions imposed against various sectors of our country. A theoretical analysis of scientific research on the organization of the pedagogical process in higher educational institutions, how this process affects students and how it helps them become innovative personnel is considered.

Trends in the Development of the Regional Market of Educational Services during the Crisis Period

The article discusses ways to exit the regional market of educational services from the crisis associated with economic and demographic crises exacerbated by the pandemic of the new coronavirus infection COVID-19. The foreign experience of using endowment funds to finance higher education institutions is analyzed. The domestic tendencies of the higher education market are considered, which allow to activate the strategies for attracting applicants.

Improving the quality of education is not a trivial task when we should protect academic freedom and the diversity of university functions. Based on Russian and international experience, it was shown what difficulties may arise in the framework of government policy. The article shows how both statistical indicators and expert assessments (within the framework of international and Russian university rankings) can be used for this purpose, perspectives and risks in these field.

The authors give an example and opportunities for forming students` digital competences in foreign language classes in the process of higher education.

Precarization of Employment of Certain Categories of Citizens

The precarization of employment in Russia is considered. The dependence of the number of people employed in the informal sector of the economy on the field of activity, level of education, and age has been revealed. It has been established that the largest share of those employed in the informal sector of the economy is occupied by young people and people of retirement age; the reasons why they agree to unofficial work, replenishing the ranks of the precariat, are revealed. Possible ways out of this situation are proposed.
