The article reveals modern approaches to the analysis of the educational services market. The peculiarities of demand and supply of educational services in the market are revealed, the mechanism of their promotion is analyzed. A model of interaction of subjects of the educational services market is proposed, which affects the formation and development of the potential of society (educational, professional, scientific, spiritual), which is of strategic importance for the country.

The established practices of interaction between higher education institutions and employers are studied as instruments for returning the social capital of the main actors in educational relations. This partnership contributes to the increase of mutual trust between participants in the educational process, strengthening of useful contacts of stakeholders, integration of students into the corporate culture of potential employers and reduction of transaction costs in the employment of graduates.

The article considers the model of formation of the personnel reserve as a tool for the development of the personnel potential of a higher educational institution. A strategy for the development of human resources is proposed, the directions of the program are presented, and a risk assessment is given during its implementation. An algorithm has been developed to test the effectiveness of the model, which allows evaluating the potential of an employee.

The article examines the adaptation strategies and communication capabilities of regions in the context of digital transformation. Based on the analysis of statistical data and the results of the author’s research, an integrated rating of the development of communications and adaptation mechanisms of the regions of the Russian Federation based on the results of 2022-2024 was formed. It is concluded that the introduction of innovative solutions also affects the development of adaptation mechanisms and allows for the maximum expansion of communication capabilities.
