Problems of quality management in a field of education in Russia are considered. Two system levels of quality are set: a macro level (a branch of higher education) and a micro level (a university). Objective components of quality of higher education correlated to tasks of Russian ethnos on macro level including a structure of professional training in various field of knowledge and levels of education are determined on the basis of analysis of statistics of higher education in the world. Quality of a university means quality of its educational environment as shown for mass higher education. Basic requirements to educational environment of a mass higher educational institution are given, which stimulate improvements, and possible ways of development of criteria and approaches of educational authorities to control and management of a quality of education.

The results of rating in July 2009 show, that permanent growth of network activity of Russian universities and regional universities in particular. A number of Russian universities, included in world top-5000 increased one-half and in top-2000 a number of Russian universities increased twice. The growth is caused by constant analysis of the results of internet-activity of dynamically developing universities, implementation of developed recommendations and operative experience exchange.
