In education quality is usually considered not only as a result of activities but also as a process focused on achievment of set goals taking into account internal potential and external conditions of an object. It is necessary to dedicate a process and a result differing levels of education and requirements for quality from a customer of educational services. Now we can assess quality of educational achievements of graduates of a system of professional education not through a volume of mastered knowledge but through key competences, a creative approach to solving educational and life problems, and a skill to find and master knowledge and use this in situations close to future professional activity. The most fruitful we can consider the idea that quality of education combining a competence and dynamic approaches, that enable to create a set of requirements for quality, which are adequate to modern tendencies in changing targets of education, requests and needs of students, society, and labor market, to use an apparatus of pedagogic measuring and to get reliable and valid assessments of positive changes in processes and results of education.

A volume of social and humane set as a whole and each of its unit is determined through the given tasks and goals. Implementation of these goals is based on application of a definite set of pedagogic technologies and methods.
