The article touches upon the problems of modernization of teacher education. The main ways of resolving them are based on the analysis of problems that must be solved to support the development concept of teacher education (draft) are taken into consideration. The integrity of the system of teacher education, which can be achieved if the concept of supporting the development of teacher education by type of speakers will be active target-oriented strategy and have a problem-complex implementation mechanism based on the use of resources interdisciplinary focus, cooperation, coordination and social partnership between the society, educational institutions, teacher training colleges and the university is emphasized.

Abstract. The role of pedagogical innovation as the most important resource of progressive social change, and how they support the federal and regional levels. The essence of the program development of innovative processes in preschool, general education, professional organizations and institutions of additional education of the Ulyanovsk region as an example implementation of a programmatic approach to the management of innovation processes in the system of education in the region. Through comparative analysis of indicators of scientific, methodological and social results of efficiency program provides a successful example of the systemic organization of innovative and experimental activities of educational institutions in the region. Association of organizations participating in the program extracting substantiated as educational cluster crucial task of creating pedagogic innovation. Identified the main problems encountered in implementation of the program.
