The article is written for the finishing Decade of Reading and Literacy 2003-2012 declared by the UNO. The results demonstrated by schoolchildren in various countries in PIRLS and PISA researches within the context of European policy in learning and reading literacy and the National Program for Support and Development of Reading in Russia are analyzed in the article. Effective measures for improving literacy of reading, which is a fundament of innovations in education and human life, are enlisted.
