The work providing a comprehensive analysis of the results of state support for the functioning and development of the Russian language was done Russian Federation in 2019. Russian educational organizations received state grants for implementation their projects on functioning and development of the Russian language. The article presents key outcomes of grant support of comprehensive activities aimed at improving the functioning and development of the Russian language.

The article summarizes the main scientific approaches to using the competence paradigm in education. The article presents the historical, psychological and methodological aspects of the problem and the needs of the modern educational services market. Taking into account the current requirements for the construction of national educational systems that involve the creation of conditions for lifelong learning, it is necessary to provide for the formation of students in educational organizations of career-oriented competencies for specialized programs within the educational process and extracurricular time.

Questions that should be considered in the course of mastering the discipline are related to both history, culture, and cultural studies.
