The formation of students’ competencies begins with an educational program, the selection of modules and courses focused on trends in the development of sciences. The architecture of the educational program for mass higher education should provide for the unification of curricula with a pre-drawn structure, which is filled with interdisciplinary modules consisting of disciplinary courses. Of great importance is the creative work of teachers – the development of the architecture of educational programs.

Examples of the use of digital educational content, methods of its delivery through the learning infrastructure, and support for students in a digital environment are considered. It is shown that the growth of the quality of education is largely provided by the capabilities of digital educational platforms that combine content, assessment services and training support.

It is noted that the possession of emphatic means and the ability to correctly translate an emphatic construction is one of the most important conditions for creating a written scientific text, the role of which is huge due to the sharply increased intensity of information exchange in the scientific field. It is concluded that it is necessary to include emphatic means in the course of study as a separate topic based on exercises.

The article explores the process of creative hypothesis selection in the deductive strategy of explanation. The role of context is justified, on the one hand, limiting the variety of possible hypotheses, and on the other, giving the basis for the formation of the zone of the most plausible explanation. It is argued that the transition to the non-classical and post-non-classical paradigm of rationality expands the scope of rational justification of knowledge.

For the mathematical formalization of the method, the queuing theory apparatus is used. The original methodology and the algorithm implementing it for improving the quality of controlled processes for the elimination of negative phenomena in education are presented. The criterion of successful implementation of the process is obtained. Consideration of the material presented in the article is accompanied by specific numerical examples.
