In the article the problem of creation of the information educational environment by means of the full-fledged educational and methodical complex including the learning management system and the printing edition is considered. Requirements to the printing edition and the electronic version as to obligatory parts of modern UMK are formulated and need of their coordination is proved. As an example the system of distance learning to mathematical disciplines of MAI CLASS.NET is considered.

The article presents the results of the initial phase of the second complex expedition of the Russian Academy of Sciences «Yakutia is a new area of development» in the direction of «Improving the quality of life of the population of the Republic of Sakha (Yakutia)» in order to forecast the development of the education system from the perspective of the two major directions of its development, as the availability and quality, which ultimately will serve as a starting point for creating the necessary conditions for the prediction of strategies for educational development of the system.

The article reveals how the organization of educational process in its instructional and educational components, values, system operation, achieving results are determined the quality of education. The external prerequisites influencing on the quality of education are discussed. Among them: mentality; society attitude to traditions and innovations including sphere of education; character of interaction between education and labour market; view on education as a culture saving and culture creating structure. Three levels of education quality assessment are considered: social, institutional, personal.

Modules of biological feedback as one of the most perspective means in an arsenal of practical activities of the sports psychologist are analyzed. Efficiency of use of technology of biological feedback for correction of adverse prestarting conditions in sports activities is proved.
