Abstract. Education, based on a humanistic basis, contributes to the formation of highly qualified, creative, socially active and competitive teacher. This article discusses some directions for the development of professional competence of a teacher: continuing education and self-education, the creation of a unified scientific-methodical educational space as an open environment, learner-centered approach that takes into account the educational needs of teachers.

Substantiated topicality of practice-oriented natural science education in creating a basis that conducive to the professional development of the individual. Determined that context tasks in general natural disciplines cycle corresponds to practice-oriented teaching in greater extent; examples of tasks in chemistry of applied nature for the formation and evaluation of formed students’ competencies. Substantiated the necessity of the modular-competence content structuring that promoting formation of professional competency of the specialist in a technical institute.

Abstract. The article summarizes the principles of open education, identifies the main channels and methods of the impact of technology and the principles of open education on the quality of the educational process in the modern system of higher education. On this basis, the opportunities to liquidate the gap of the Russian education system from the educational systems of developed countries are determined. Also a significant influence of the educational factor in the solution of practical problems of economic development of Russia in the conditions of budgetary constraints is defined.
