The article covers issues of consideration of unified typological charectersitics of educational clusters, that are divided into tasks solved within frameworks of cluster partnership, a role of each participant of cluster interaction, specifics of institutional environment, a role of state executive power in formation and functioning of clusters, branch specialization and territorial ties. Special models of formation and development of educational clusters are based of unified typological charecteritics.

Author’s developmens of modification of FTF-1, FTF-2, FTF-3 technologies modifications are shown. Ratio between human behavior in complex frustration situations and virtual behavioral reactions are set. Types of deviations of real and virtual, conventional behavioral reactions are determined.
