The problems of the development of human resource potential in Russia are directly related to the activities of institutions of formal education. The Unified State Exam (USE) is a system-forming factor of the official educational policy and a sociocultural phenomenon. Culture and mentality are the highest value levels of education. The paradigm of «preparing for the Unified State Exam» does not form a culture of readiness for higher education among students. The USE-centric mentality of the school – is an obstacle to quality education. It is necessary to change the paradigm of «preparation for the Unified State Exam» to «preparation for higher education».

Some results of the introduction of self-control in the process of physical activity at the stage of development of the body of a high school student are presented. The system of teachers’ work on the development of motor activity of students of cadet classes of the borderline profile based on self-control is described and its positive effect on the physical training of high school students is proved.
