The functional relationships between these resources are examined. The practical significance of this work lies in the proposal of a conceptual model that can be used for expert assessment of the potential of a country’s educational environment.

The problem of social adaptation of disabled children has been relevant for many years, especially in light of the negative demographic dynamics of recent decades. The increase in the number of disabled people makes the issue of involving citizens with disabilities even more relevant in socio-economic relationships. The solution to this problem is possible through the formation of a system of universal inclusive education, since it is in the educational process that both the goals of social adaptation and the goals of acquiring knowledge and skills can be simultaneously achieved.
