According to the latest data of the authoritative international study PISA, the best school education in the world is in Singapore. The article describes the socio-cultural situation of education in Singapore, analyzes some elements of the system, identifies various factors of Singapore’s leadership in world education, and determines general factors that determine effectiveness of education in any country. There is also a conclusion about perspectives of education in Russia.

The article based on the analysis of crisis processes in society, culture, education, to overcome which integral, inter-sectoral knowledge is in demand, substantiates the need to find and implement effective organizational forms of collective scientific creativity of teachers of the University of arts and culture. As one of such forms the University scientific and educational complex created on the basis of scientific schools and scientific and creative laboratories which functions are described on the example of realization of one of actual scientific and educational projects is considered.

The article is devoted to the actual problem of managing interaction between the activities of traditional educational organizations and other social structures, including social associations of adults in the socio-cultural sphere.
