The article focuses on a legal analysis of the situation that is developing today around the organization of state final certification (SFC) for educational programs of bachelor, specialist, master and postgraduate studies in the university electronic digital environment. The concept of the article is built upon the methodological assumption of litigation case between a student and a university as a legal consequence of the non-compliance with the order of the distance SFC.

The study showed that in the 1980s – early 1990s, the policy of the Soviet state was aimed at ensuring the realization of the right to education of citizens in institutions of primary musical training. Based on the analysis of various sources in the work, an analogy was drawn between the existing problems in the sphere of realizing the right to education in such institutions at the present stage and the experience of realizing this right in one of the Soviet periods.
