Contemporary calls require the reconsideration of value and role of the master of production instruction in the processes of preparation and retraining of working personnel. In the article some possibilities of increasing the productivity of labor of the masters of production instruction in lawful methods are examined – via the conclusion of effective contracts and conclusion of civil- lawful agreements between the masters, the educational organizations, the enterprises. Trainings of very masters of production instruction are proposed to the way of improvement.

The analysis of the leading educators’ and practitioners’ of law opinions in pre-revolutionary Russia may give the right ways for improving the current system of judicial training.

The final stage of Paul I’s reign was marked by the rejection of external debt service of the Russian Empire under the pretext of non-fulfillment of its financial obligations to the Russian side of England. The article analyzes the activities of the new emperor Alexander I, taken for the return of Russia as a reliable borrower status. It is noted that the English subsidies could not solve all the financial problems of the Russian Empire. Substantiates the difficulty of Russia to return to the traditional markets of foreign borrowing due to the complicated military-political situation in Europe.
