The article deals with the problems of practical implementation of the concept of “legitimate interests of the taxpayer”. Difficulties of perception of this concept are investigated. The article analyzes the initial reasons for the underdevelopment of the concept, and in fact, the lack of demand for the doctrine of legitimate interests by the law enforcement officer. It is concluded that it is necessary to develop a full-fledged theory of the legitimate interests of taxpayers, revealing the human rights potential of this category.

Teaching Russian as a foreign language today is not only teaching various types of speech activity, it is an opportunity to get acquainted with the culture of the language being studied, the characteristics of the future profession. The article reflects the author’s experience in teaching Russian as a foreign language at the Voronezh Institute of the Ministry of Internal Affairs of Russia.

The article describes the process of codification in the administrative legislation of the Russian Empire and also organization of local governance in the Russian Empire according with «Institutions for governance of the provinces 1775». This act created the system of local police management which was centralized by establishing of the police bodies with number of state employees, specified in the law. Such institutes became both representatives of the sovereign power in the provinces and guides of its policies until reforms of the sixties and seventies of the XIX century.

The article provides the pedagogical support for the legal preparation of the future teacher, the formation of their legal competence. This given pedagogical support includes the model and pedagogical conditions for its effective implementation. The pedagogical model of formation of the vocational and legal competence of future teachers in the process of project training includes the target, structural, content-procedural, evaluation-criterial, resultant blocks. Pedagogical conditions for the effectiveness of the model are presented in three blocks.
