The purpose of the article is to justify the use of the concept of “human resources” in pedagogical workers in normative documents and scientific literature. The proposed approach contributes to the methodology for assessing the level of competencies of teachers, the interaction of education and the industrial sector of the economy (social analysis, social significance, social responsibility). In connection with the inclusion of employers in the training of specialists, the activities of pedagogical workers acquire social significance and social responsibility.

The study attempts to provide more complete coverage of the work of domestic scientists on the history of colonization processes and the history of domestic music education and enlightenment. The paper presents evidence that as a result of the colonization of the 10th-15th centuries, domestic church-singing traditions and education spread in the conquered and annexed territories, including in the territories inhabited by non-Russian-speaking peoples.
